Pedro Noguera on WXXI-TV's Need to Know Rochester

According to Pedro Noguera, one of the biggest failings of school reform initiatives nationwide is they ignore the non-academic needs of children -- such as health, nutrition, and housing.  Dr. Noguera, a professor at NYU's Steinhardt School of Culture, Education and Human Development, is speaking to local educators this week.  We'll talk to him about unmet needs and other factors he blames for low grades and high dropout rates.  Also, WXXI Innovation Trail reporter Dan Bazile introduces us to the man who implemented the first legislative iPhone app in the country -- right here in New York.
