New Parking Plan will Give Scofflaws the Boot

The City of Rochester's new parking plan targets frequent offenders and scofflaws with a new tool: the SmartBoot.

The device immobilizes the offender's vehicle, but can be released by the driver using a code obtained once the outstanding fines have been paid.
