The US Congress has two houses:
The Senate has 100 members, made up of two representatives from each of the 50 states. No matter what the population of the state, they always have 2 senators representing them.
The House of Representatives has 435 members from the 50 states. The number of representatives a state has is determined by population. States are guaranteed at least 1 representative to the House. This leaves 385 seats to be divided (apportioned) among the 50 states.
