WXXI TV and DTV carry three off-air channels which are also broadcast by Time Warner Digital Cable.
WXXI-TV/Channel 21/Cable 11
WXXI's Designated Market Area as defined by Nielsen Ratings is the Greater Rochester Metro region made up of 5 counties. The WXXI-TV can be seen in 11 counties surrounding Rochester. These channels are available off-air and through Time Warner Basic Cable Channel 11. It is also available on DirectTV and Dish Network
City 12:
Offered only on cable within the City limits, City 12 is a unique relationship between the City of Rochester and the WXXI Public Broadcasting Council. The goal of this partnership is to bring to Rochester area residents "useful and practical life skills information that enhances their ability to survive and thrive in an urban environment".
AM 1370
WXXI-AM is a 24 hour, 5 KW AM radio station located in Rochester, New York, broadcasting at 1370 Kilohertz. During the hours from sunrise to sunset our primary signal covers a circular area with a 20-mile radius around Rochester. A distant signal can be heard across much of the five-county area around Rochester. From sunset to sunrise we broadcast on a directional pattern as required by the FCC to protect other stations on 1370 AM to the west and northeast. Our night time signal reaches the City of Rochester and its northern and southeastern suburbs. 1370 AM programming is also simulcast during drive time on WRUR 88.5 FM in partnership with the University of Rochester, and on WJSL-FM 90.3 in Houghton.

Classical 91.5
The conventional FM 91.5 signal extends 50 miles in all directions from a broadcast tower on Pinnacle Hill in Rochester, NY. WXXI Radio can be also accessed live on the Internet, through downloadables and podcasts.
Reachout Radio
WXXI Reachout Radio is a radio reading service that provides 24-hour per day readings of local and national newspapers, magazines, and books for people who are print-handicapped. Eligible print-handicapped individuals include those with visual impairment or blindness, those who suffer from a physical disability which prohibits the holding of printed material, or one with a learning disability such as dyslexia. WXXI Reachout Radio is closed-circuit and is accessible through a specially-tuned radio which is provided free of charge to eligible applicants. The service is also made available for people who are temporarily disabled due to surgery or accident. WXXI Reachout Radio is provided in partnership with ABVI-Goodwill Industries of Greater Rochester.
Reachout Radio is located in the WXXI Public Broadcasting facility at 280 State Street in downtown Rochester. The service is broadcast on a subcarrier frequency of 91.5 FM in Rochester, and 90.3 FM in Houghton. Its broadcast reaches listeners in Monroe, Orleans, Wayne, Genesee, Ontario, Wyoming, Livingston, Yates, Seneca and portions of Allegany and Steuben counties. WXXI Reachout Radio is one of more than 120 radio reading services available through the United States that are members of the International Association of Audio Information Services (IAAIS).
